set the idle higher, make the motor run richer for 10 mins and then set back. should be fine then

I'm sure it's fixed, the other jet is the one faced towards the engine, the 1st hole to the left, there HAS to be 2 jets, one for fuel, one for air.
check the air filter and then there is a screw on the carb you can adjust to let more gas into the engine
when you mix gas make sure uts the rite amount of oil for how much gas u mix
lean and dab
your plug looks horrible. your running way rich. lean it out with new jet. tip needs to be tan, not black. its more than likely cause he is babying it. that bike comes with a jet to be ran wide open all the time. you can try a hotter plug and lean it out til he get better on the bike. once he gets to running it harder, watch your plug cause you will have to adjust again.
Little late, but I think it was cuz you weren't giving it any gas! Most 2-stroke riders I see blip the throttle to 75% when they kick it. I think it's starved. Remember, 2-strokes are meant to be revved!

That thing is way too rich. You need leaner jets. Have a mechanic do it for you. Also that carb is still really varnished, and needs a better clean. This is due to old fuel in it. When parking it for more than a week turn off the petcock and run the carb out of gas.
